Osceola County
Sell your house in Kissimmee
Kissimmee covers a National Register district whose buildings date from about 1889 to 1940 and subdivisions platted from the 1970s through a community development district created in 2017. A Kissimmee mailing address does not tell you which government permitted the work on your house, because the city limits and unincorporated Osceola County both carry that postal name. Everything else follows from that answer: which portal holds the permit, which office answers a code question, and which utility bills the account.
Who holds the permit record for a Kissimmee address?
It depends on the city line. The City of Kissimmee permitting division handles permits and inspections inside the limits and publishes status through its own self-service portal. A Kissimmee mailing address in unincorporated Osceola County belongs to the county permit center instead, and that covers Buenaventura Lakes, Bellalago, and the Osceola villages of Poinciana among others.
Open the Osceola County Property Appraiser record first. It covers every parcel in the county and names the jurisdiction, which turns two searches into one. Recorded documents are a third office again: the deed, the plat, the mortgage, and any lien sit with the Clerk of the Circuit Court.
Pull the permit list before a listing appointment, not after a contract. An open permit on a roof, a re-pipe, a panel swap, or a lanai enclosure takes longer to close out than the inspection period a buyer normally writes.
What do inspectors write up in Kissimmee houses?
Roof age first, then supply line, then the panel. Roof age decides what a buyer can insure, and section 627.7011 of the Florida Statutes is the reason it comes up so early. An insurer may not refuse to issue or renew a policy on the age of a roof alone when that roof is under 15 years old, and past 15 years the homeowner may pay for an inspection by an authorized inspector; if that inspection finds 5 years or more of useful life left, age by itself is still not a reason to refuse renewal.
Supply line is the next one. Gray polybutylene turns up in the subdivisions built here in the 1980s and early 1990s, and a buyer's insurance quote often arrives before the repair estimate does.
None of this has to be fixed before you list. A written quote in hand puts the decision on your calendar instead of on a repair request with a deadline attached.
Is my house in the Kissimmee Historic District?
The district runs roughly from Aultman Street to Monument Avenue to Penfield Street to Randolph Avenue, and it was listed on the National Register in 1994. It is mixed use: commercial frontage on Broadway Avenue, residential streets to the west and south, and the Osceola County Courthouse, which was listed separately in 1977.
National Register listing is a federal designation, and it is separate from anything the city designates locally. Kissimmee seats a seven-member Historic Preservation Board charged with the protection, enhancement, and perpetuation of properties of historic merit, and the city has been a Preserve America Community since August 2004.
So ask the Development Services Center which designations apply to your parcel before you schedule exterior work. The answer changes the lead time on a repaint, a window change, or a roof, and finding it out after the scaffolding is up is the expensive order to do it in.
What is the district line on my Osceola County tax bill?
It is a community development district assessment, and it is not an HOA due. A district under chapter 190 of the Florida Statutes is a unit of special-purpose local government with an elected board, and the county tax collector bills its assessment in the non-ad-valorem section of the same annual bill that carries your property tax.
Tohoqua is the newest example in the Kissimmee area, established by county ordinance in 2017. A buyer will ask what the line is and whether it changes after closing, so keep last year's bill with the rest of the file and have the district office give you the current figure.
Neighborhoods in Kissimmee
- Kissimmee Historic District. Listed on the National Register in 1994 and roughly bounded by Aultman Street, Monument Avenue, Penfield Street, and Randolph Avenue. About 70 acres, all or part of 41 blocks, with 189 of its 230 buildings counted as contributing.
- Broadway Avenue commercial blocks. Masonry vernacular storefronts on lots whose streets meet at 45 degrees, an angle set by the rail line and depot that sit just south of the commercial section.
- Buenaventura Lakes. A planned community started in the 1970s that lies in unincorporated Osceola County, so county permits apply to it even though the mail says Kissimmee.
- Bellalago. A guard-gated single-family community along the western shore of Lake Tohopekaliga, outside the city limits.
- Tohoqua. Served by the Tohoqua Community Development District, established in 2017 by Osceola County ordinance under chapter 190 of the Florida Statutes.
- Poinciana, Osceola villages. Four of the nine Association of Poinciana Villages neighborhoods fall on the Osceola side of the Osceola and Polk county line. Which side a parcel sits on decides which appraiser and which permit office hold its record.
Housing stock to check
- Inside the National Register district the buildings reflect about 1889 to 1940, and more than 150 of the 189 contributing buildings were put up as residences. Bungalow and Colonial Revival account for most of them, with Queen Anne, Classical Revival, Mediterranean Revival, and a few Tudor Revival houses in the mix. Wood frame on a brick foundation with an asphalt roof is the recorded material pattern.
- Some residential streets in the district still carry brick paving and their original granite curbs, which changes what a driveway apron or a utility cut costs to restore.
- Subdivision growth from the late 1970s into the 1990s puts a large share of Kissimmee-address houses inside the window when polybutylene supply line was installed. It reads as gray flexible plastic at the water heater, at the main shutoff, or under a sink, and the fittings age faster than the pipe.
- Concrete block with stucco on a slab is the normal wall assembly from the 1970s forward here. Anything plumbed before PVC became standard has cast iron drain line under that slab, which only a camera inspection reads.
Before you list in Kissimmee
- Settle the jurisdiction before you search. The City of Kissimmee permitting division holds the record for work inside the limits and runs its own self-service portal. For a Kissimmee address in unincorporated Osceola County, the same search runs in the county online permit center. The Property Appraiser record tells you which one applies.
- Bellalago, Tohoqua, and the Poinciana villages each carry their own governing papers, and a community development district is not an association. The district assessment arrives as a non-ad-valorem line on the Osceola County tax bill, so an association statement will not show it.
- Kissimmee Utility Authority's own relocation list names four electric providers across this area: KUA, Duke Energy, OUC through St. Cloud, and Peace River Electric Cooperative. Toho Water Authority publishes a service-area map you can check by address for the water and wastewater side.
- While the cabinet door is open, name the pipe material out loud and write it down. Gray polybutylene stamped PB2110 is the single finding most likely to change what a buyer can insure, and you would rather price a re-pipe than read about one.
Gather
HOA documents and dues
Find the declaration, the current rules, the dues amount, and the name of the management company. Florida sellers in an association have to give a buyer these, and tracking them down late is what delays a contract.
Inspect
Under every sink
Open the cabinets and feel the supply lines, the trap, and the cabinet floor. A soft cabinet base or a chalky ring is a slow leak that is cheap now and a rot repair later.
Resolve
Replace every burned-out bulb
Match the color temperature across a room while you are at it. A house with one dead bulb per room photographs dim and shows dimmer.
Talk to a listing agent
A licensed agent who works your area will call at the time you choose.
