Volusia County
Sell your house in Deltona
Deltona was launched in November 1962 as Deltona Lakes, a 17,203-acre planned community laid out by the Mackle brothers, and it did not become a city until December 31, 1995. That gap is the practical problem for a seller: work permitted before incorporation was permitted by Volusia County, and the city's own online portal only carries permits submitted after July 16, 2019. The parcel record, the recorded plat, and the septic file each sit somewhere else again.
Where are the permits for work done before Deltona was a city?
With Volusia County. Deltona Lakes opened for sale in November 1962 and the city did not incorporate until December 31, 1995, so more than thirty years of construction here was permitted by the county, not by a municipality that did not yet exist.
After incorporation the record splits again by date. The city's Building Services Division runs a self-service portal that covers permits submitted after July 16, 2019 and can be searched by permit number or address. For anything the city issued before that, a property owner can request a certificate of completion in person with identification, and anyone else goes through a public records request to the City Clerk.
The property appraiser makes the first step easy: it publishes a permit links page listing the issuing agency for each Volusia municipality, with Deltona Building Services among them. Start there, then decide which of the three doors you need.
What should I look at first in a Deltona Lakes house?
Windows, the drain line, and the roof, in that order, because that is the order they affect an insurance quote. Jalousie windows and original aluminum sliders are ordinary on the 1960s and 1970s stock here and neither is impact rated, so a wind mitigation report reads them as an opening with no protection.
Under the slab, anything plumbed in that first decade was plumbed before PVC. A camera run through the stack is the only way to see it, and a dated receipt for a line replacement is the only thing that closes the question without one.
You are not obliged to fix any of this before you list. Knowing which of the three you have, with a written number attached, is what lets you price the house honestly and answer a repair request without scrambling.
Is my Deltona house on septic or on city sewer?
Check before you assume, because the 1962 plat was built out faster than the sewer was. Deltona Water is a division of the city's Public Works Department and provides water, wastewater, and reclaimed water for irrigation, but plenty of Deltona parcels have never been connected to the wastewater side and run on an onsite septic system.
The septic record is a health department record. The Florida Department of Health in Volusia County handles onsite sewage permitting locally, and its file is where the permit, the as-built drawing, and the tank location for your system are held.
A buyer will ask three questions: what the system is, where it is, and when it was last pumped. Having the answer in the folder rather than in your memory is the difference between a two-minute conversation and a delay.
What does the Volusia County record show about my lot?
For a Deltona Lakes address, the short legal description names the unit, the block, and the lot, and it points at the recorded plat that drew those lines. The Volusia County Property Appraiser holds the parcel record, the exemptions, and the sales history, and the Clerk of the Circuit Court holds the recorded deed, mortgage, lien, and plat, with online records reaching back to April 4, 1988 and physical records held further back than that.
Two things worth reading on the parcel record before the first call: the acreage and the legal description. Lots in the numbered units generally run around a quarter acre, so a figure well off that is a sign of a lot split, a combination, or acreage that was never part of the original plat.
Neighborhoods in Deltona
- Deltona Lakes. The original 1962 plat, recorded in numbered units that run past Unit 77. County parcel records put a typical lot in these units at roughly a quarter acre.
- The Elkcam Boulevard corridor. Named for Mackle spelled backwards, a street name the developer repeated across its Florida communities, and one of the spines the 1962 plan was drawn around.
- Deltona Village. Carried under its own name in Volusia County parcel records, separate from the numbered Deltona Lakes units.
- Saxon Ridge. A platted subdivision off Saxon Boulevard whose county parcel records show lots noticeably larger than the quarter-acre Deltona Lakes pattern.
- The Deltona Lakes golf blocks. The 1962 plan set aside a golf course along with parks, churches, a community center, and an industrial area, and the surrounding blocks were laid out with it.
Housing stock to check
- The 1960s and 1970s core is concrete block on a slab with carports, jalousie windows, and screened porches, built on the curving street pattern the developer drew around the lakes. By November 1965 the community had nearly 1,000 homes built or under construction and more than 120 miles of road paved or being surfaced.
- A house from that first decade predates PVC drain line, so the stack under the slab is cast iron unless a receipt says otherwise. It also predates the 1978 to 1995 polybutylene window, which means later infill in Deltona is the layer where gray supply line turns up instead.
- Jalousie windows and original aluminum single-pane sliders are common here and are the two items that change an insurance quote quickest, because neither is impact rated.
- Central sewer did not follow the 1962 plat across the whole city. A large share of Deltona parcels are served by an onsite septic system, and the permit and the as-built drawing for that system live with the Florida Department of Health in Volusia County rather than with the city.
Volusia County records and permits
Before you list in Deltona
- Search by date, not just by address. The Deltona self-service portal covers permits submitted after July 16, 2019. Older city permits come through a public records request to the City Clerk, and work done before the city incorporated on December 31, 1995 was permitted by Volusia County. The property appraiser also publishes a permit links page listing the issuing agency for each Volusia municipality.
- Deltona Water is a division of the city's Public Works Department and supplies water, wastewater, and reclaimed water for irrigation. If the house is on septic instead, the account you can hand a buyer is the pump-out record, and the system record sits with the county health department.
- Your survey and the recorded plat should agree on the lot line. The Volusia County Clerk's plat inquiry holds the recorded map, and the short legal description on the parcel record names the unit, block, and lot for a Deltona Lakes address, which is what a fence or setback question turns on.
- Open every jalousie and slider and look at the crank hardware, the glass clips, and the track. On this housing stock these are the openings a wind mitigation inspector reports on, and the report is what the buyer's insurance quote is built from.
Gather
Survey
The survey from your own purchase shows the lot lines, the easements, and anything that sits on them. A buyer's lender may want a newer one, but yours answers fence and setback questions on day one.
Inspect
Windows and exterior doors
Open and close every window and door, look for fogged glass between panes, and press on the sills and frames for soft spots. Failed seals and rot are visible to anyone walking the house.
Resolve
Replace every burned-out bulb
Match the color temperature across a room while you are at it. A house with one dead bulb per room photographs dim and shows dimmer.
Talk to a listing agent
A licensed agent who works your area will call at the time you choose.
